Human factors are a major part of accidents and there is no point trying to ignore that!
The article points out that workers need to be given sufficient time for cleanup etc. if that is expected of them and that PPE provided must be suitable for the task and comfortable for the individual.
There is also emphasis that managers and supervisors must be seen to follow the rules they have put in place.
People do cause accidents, resulting in injuries and fatalities, to themselves or others around them - good policies and procedures, along with responsible management, help ensure people are not pushed into the situation where they feel the need to cut corners to save a few minutes. Carefully selected PPE, helps ensure that it will be worn as needed.
